http://Sonicbids.com guides you through the process of setting up an EPK on their site. Another Idea if you know what you want to include could be to contact your fans and find one who would be willing to design your web-site cheaply or free. Having your band name as a .com domain is great branding.

Admittedly if you don’t plan to use a domain name then either the Sonicbids.com or EPK using social network post is what you will want to look into.
